Ndu Council Ranks First Nationally with Near-Perfect Score of 97/100, Secures Cumulative PROLOG Funding of FCFA 666.3 Million as Budget Envelope Nears FCFA 2.5 Billion
Ndu Council has emerged first among 122 councils assessed nationwide under the 2026 Performance Indicators assessment of the Local Governance and Resilient Communities Project (PROLOG), scoring an impressive 97 points out of 100. The near-perfect performance has earned the council cumulative PROLOG funding of FCFA 666,333,082 and placed its overall 2026 financial envelope at approximately FCFA 2.468 billion.
The achievement was confirmed in an official notification dated October 20, 2026, addressed to the Mayor of Ndu Council by the National Coordinator of PROLOG. The letter states that Ndu Council ranked first among the 122 councils assessed nationwide and surpassed the 70-point excellence threshold by a significant margin. It further confirms that the council qualified for 100 percent of its theoretical Second-Level Allocation, in addition to performance bonuses resulting from the redistribution of unallocated funds and allocations from councils that did not meet the required minimum conditions.
The National Coordinator congratulated Mayor Abdou Kanfon Borno, his municipal team and the council for what was described as a remarkable performance.
Ndu’s first-place ranking reflects strong performance across several key areas of local governance and public administration. The council obtained maximum scores in the preparation and submission of its Medium-Term Budgetary Framework and Medium-Term Expenditure Framework, control of the wage bill, debt management, investment budget execution, progress in own-revenue collection, timely organisation of the Budget Orientation Debate, staff training, maintenance of equipment, and environmental and social management.
The council also recorded strong results in citizen participation through the establishment of village and neighbourhood committees, the publication of council deliberations and the timely organisation of budgetary consultations. The performance highlights the leadership of Mayor Abdou Kanfon Borno, described by supporters as a pragmatic, dynamic and diligent administrator committed to strengthening local institutions and responding to the needs of the population.
The strong PROLOG performance comes with a significant increase in the resources available to the council. Ndu Council has confirmed that its cumulative funding received from PROLOG stands at FCFA 666,333,082. The amount comprises the FCFA 357,436,549 allocation communicated in the October 20 letter, the earlier FCFA 263,624,399 recorded in the mid-year budget execution report and an additional earlier allocation.
The council is also expected to receive FCFA 300 million from FEICOM and FCFA 229 million from the Road Fund. Taken together, the PROLOG, FEICOM and Road Fund allocations amount to FCFA 1,195,333,082 in additional resources.
When added to the approved 2026 budget of FCFA 1,272,829,500, Ndu Council’s indicative overall financial envelope rises to FCFA 2,468,162,582, or approximately FCFA 2.468 billion—nearly FCFA 2.5 billion. The final figure remains subject to the formal adjustment and adoption of the council budget.
The council’s budget execution as at June 30, 2026, provides further insight into its financial performance. The mid-year report records FCFA 714,344,967 in current-year receipts, excluding funds brought forward from 2025. This represents approximately 56.1 percent of the approved annual budget.
When the brought-forward balance of FCFA 78,532,903 is included, total available resources stood at FCFA 792,877,870. Expenditure paid during the period amounted to FCFA 112,412,851, while local revenue collection reached FCFA 28,037,400 against an annual target of FCFA 79,055,000.
The figures point to progress in resource mobilisation while also underscoring the need to accelerate the execution of approved investments and other development programmes during the second half of the year.
The latest performance adds to the growing recognition of Mayor Abdou Kanfon Borno’s leadership. During his more than five years in office, the Mayor and his municipal team have pursued initiatives aimed at strengthening inclusion, improving local administration and supporting vulnerable residents.
The council’s recent assistance to pupils, persons living with disabilities, children of single mothers and elderly beneficiaries at the start of the 2026/2027 school year is one example of this approach. The council has also been associated with national and regional recognition for its inclusive governance, with Cameroon Tribune reporting that Ndu was ranked Cameroon’s most inclusive council in 2025.
For his supporters, the Mayor’s achievements in just over five years compare favourably with what was recorded during the previous 27 years of municipal leadership. The latest PROLOG result now provides a formal national indicator of the council’s institutional progress under his administration.
Ndu Council’s first-place national ranking, its near-perfect score, its cumulative PROLOG support of FCFA 666.333 million and its potential financial envelope of nearly FCFA 2.5 billion mark an important moment for the municipality.
The achievement is a tribute to Mayor Abdou Kanfon Borno, the municipal team, councilors and the population of Ndu. It also recognizes the contribution of public-sector engineers, administrative authorities, development partners and other stakeholders who continue to provide an enabling environment for local development.
With greater resources, disciplined execution, transparency and continued community participation, Mayor Abdou Kanfon Borno and his team could position Ndu municipality to pursue emergence by 2030, five years ahead of the national 2035 vision.
The challenge now is to transform the council’s excellent administrative performance and expanded financial capacity into visible and sustainable improvements in the lives of the people.
What is the one message you would like to send to Mayor Abdou Kanfon Borno to encourage further development and strengthen community dialogue in Ndu?
