PNACC: Towards a New Era of
Governance in Cameroon
political, administrative and
judicial organization of the

One of the priorities of the
PNACC is to ensure good
governance, based on seven
essential pillars. These pillars
include civic and political
education, national
representation, the creation of
independent institutions to
support democracy, a culture
of respect for the law, an
independent judiciary, the
mental reconstruction of
citizens and gender parity.
To achieve its objectives, the
PNACC advocates
dissuasive, repressive and
alternative measures to induce
individuals to change their
mentality. These measures
aim to combat poverty,
unemployment, impunity and
other social scourges, while
promoting ethical values and
exemplary governance.

Participation National pour
une Action Citoyenne au
Cameroun (PNACC) has
positioned itself as a major
player in the reshaping of
Cameroon’s political and
social landscape.
Faced
with an alarming situation of
ethical crisis, poor
governance and internal
conflict, PNACC has drawn
up fundamental orientations
and guidelines to redress
the situation and establish
fair and transparent
governance.
Initially, the PNACC has
targeted three key sectors for
action: politics, administration
and justice; economy and
finance; and social, cultural
and artistic affairs. These
sectors have been identified
as priorities because of their
direct impact on the lives of
citizens and on the country’s
overall development.
With regard to the judiciary, the
PNACC places particular
emphasis on the importance of
guaranteeing fair, transparent,
independent and equitable
justice. To this end, concrete
measures are envisaged,
such as preserving the
independence of the judiciary,
setting up courts of peace to
bring litigants closer to the
judicial administration, and
protecting magistrates from
corruption and external
pressure.
Public administration is also at
the heart of the PNACC’s
concerns. Reforms and
restructurings are envisaged
to make public administration
more efficient, humane and
geared to the country’s
development. Actions such as
identifying and controlling the
workforce, simplifying
organizational charts and
introducing a decent salary
scale are planned to improve
the way the administration
operates.
Finally, the PNACC is
committed to guaranteeing
good governance based on
seven essential pillars, such
as civic and political education,
national representation, the

and standards, an
independent judiciary, the
