Biya Honours Bilingualism Commission SG, Dr. Chi Asafor
The Head of State, President Paul Biya, has decorated the Secretary General of the National Commission for the Promotion of Bilingualism and Multiculturalism, NCPBM, Dr Chi Asafor Conelius for his outstanding service to the nation.
He has raised him to the dignity of the Grand Officer of the Order of Valour. Biya’s recognition was delivered to Dr Chi Asafor on Friday January 31 in Yaounde by the President of the NCPBM, Peter Mafany Musonge.
It was one of the key moments at the ceremony to present New Year wishes to Peter Mafany Musonge.
This follows the May 20th National award of medals to meritorious Cameroonians by the Grand Master of National orders, President Paul Biya.
A message faxed to the recipient via the Grand Chancellor of the National Orders, Philemon Yang, reads: “Dear Dr Chi Asafor Cornelius. The President of the Republic, Grand Master of the national orders, raises you to the Dignity of Grand Officer of the Order of Valour for the 20th May 2024. Accept my heartfelt congratulations”.

In his address to the staff during the occasion, the President of the NCPBM saluted and congratulated the staff for the great job done in 2024 calling on them not to relent their efforts to meet up with the specific objectives laid down.
He said “I thank and congratulate the entire staff of the commission, whose commitment and dedication, under the enlightened coordination of the Secretary General of the Institution, have been instrumental for the outstanding performance of the Institution In 2024 and have further enhanced our visibility and credibility in the eyes of the national and even the International public opinion”.
We Will Meet Biya’s Expectations -SG:
In his address to Dr Chi Asafor said they are ready to continue working to deliver on the assignment of the Head of State. He added that staff are fully aware of the great task that await them in 2025. “As tradition demands, you always give us on this occasion Mr President of New Year wishes major guidelines and formulate the expectations for the said year with regards to the Implementation of activities which focus on the promotion of Bilingualism, Multiculturalism and living together”.
Dr Asafor reiterated that “Mr president I will reiterate what I have always said that the staff is proud to work here and will continue in the same diligence under your guided leadership to meet up with the Institution’s goals.”
The SG went on to underscore the major prerequisites that are needed to match words with action. He said “ Discipline is very necessary for the success of every organization. So every one is called to without exception to adhere to the general discipline laid down in the instruments governing the Institution”.
He also cited the need for respect of as being vital in the success of every institution. This, he said, should be one of the guidelines for the Institution this year. Dr Asafor concluded by saying that it is important for the staff to work as a team in order to make the burden for all of them.
Merited Recognition:
The prestigious medal which has been hailed across the board as a meritorious recognition and rightly so is in acknowledgement of the sacrifices and selfless service offered to the nation by Dr Chi Asafor.
Besides his exemplary service as the Secretary General of the National Commission for the Promotion of Bilingualism and Multiculturalism and Dr Chi Asafor had a long and fruitful career at the Supreme State Audit Office among others.
Dr Chi Asafor The Man of Excellence :
Dr Chi Asafor is a man of quality and excellence. He has a never-seen commitment in delivering on public service and community assignments. The award-winning SG and loyal servant of the State till date remains an inspiration and a wonderful example of what a refined public servant is.
He Is a disciplined, time conscious and a compassionate personality who hates discrimination and injustice. At the NCPBM, he has built a culture of hard work and discipline into the psyche of staff.
The productivity and strict atmosphere at the Commission is also a product of Dr Chi Asafor’s known respect for hierarchy. He has always publicly expressed his delight in having the chance to be working with a former Prime Minister in the person of His Excellency, Peter Mafany Musonge.
That he is getting admiration and recognition from the Head of State today, many are saying is because, Dr Chi Asafor has washed his hands clean enough, reason he is eating with elders at a very high level.
He dedicates majority of his time serving the state diligently and with all charisma, Dr Chi Asafor has remained humane, humble and selfless. His strictness and discipline to service represent the sanity needed to rebuild and keep the country productive. The reward to him by the President of the Republic is no surprise to those who know and master the golden character that Dr Chi Asafor is .
Bilingualism Commission Strides Under Dr Chi Asafor:
The current Secretary General of the National Commission for the Promotion of Bilingualism and Multiculturalism, Dr Chi Asafor Cornelius, was appointed by Presidential decree no 2017/166 of 25 April 2017.
He Is a workaholic who has set a formidable administrative foundation on which the Commission led by the former Prime Minister, Head of Government, Peter Mafany Musonge, is governed.
Under the guidance and control of the President of the Commission, the Secretary General has often delivered on task handed to him by the 15-man members who make up the revered institution.
He has prioritised competence over mediocrity reason he stops at nothing to remind staff on the need to be more productive and resourceful in the quest to meet the goals and missions of the commission.
In 2017, the Bilingualism Commission successfully had an evaluation of the sound implementation of article 1(3) of the Constitution on the Promotion of Bilingualism in all the Ministries. The November 1-3, 2017 mission of the Musonge-commission ended with the production of a high level report which was forwarded to the President of the Republic.
In 2018, the Bilingualism Commission organized a listen-to-people’s mission to Buea and Bamenda, headquarters of the South West and North West Regions.
There was a benchmarking mission to the Swiss confederation in June same year. In November and December 2018, the Bilingualism Commission held a special exercise to evaluate the implementation of article 1 (3) of the constitution on the promotion of Bilingualism to 28 State corporations and public establishments based in Yaounde.
In 2019, the Bilingualism Commission launched THE COMPATRIOT, a quarterly publication of the Bilingualism Commission with goal to educate and inform the general public on the missions and activities of the Commission particularly the promotion of Bilingualism, Multiculturalism and living together.
On 11 April same year, the commission staged a colloquium on living together under the theme: “Brainstorming Day on Living Together”.
From the 24-25 April 2019, another colloquium on Multiculturalism under the theme: “Cameroonian Multiculturalism: At The Crossroads between tradition and modernity” was organized.
Still in 2019, with the prevailing situation of hate language in the country, an ad hoc committee was set up to fight hate speech.
The major point of the Mosunge-commission in 2019 was the high level participation at the historic Major National Dialogue.
Another major grab this year was the preparation of the draft bill later promulgated into Law No 2019/019 of 25 December 2019 on the promotion of official languages; and activities on hate speech for the population that contributed to the promulgation of Law No 2019/020 of 24 December 2019, amending and supplementing Law No. 2016/007 of 12 July 2016, which sanctions hate speech.
In 2020, the commission under the direction of its President, Peter Mafany Musonge, saw the rehabilitation of premises to host the NCPBM regional branches.
A field mission to evaluate the effective implementation of the policy on the promotion of official languages in the thirty-eight ministries was held from 24-28 August.
In 2021, the Multiculturalism Day was instituted. According to the President of the Commission, the day is observed every last Friday of each month. It was launched on February 26,2021.
This year also saw the launching of the new National Communication campaign against hate speech and xenophobia prescribed by the President of the Republic among other strides submitted on the high attention of the Head of State.
The year 2022 was equally eventful at the Bilingualism Commission as the drawing up of a preliminary draft decree on the conditions of the implementation of Law No. 2019/019 of 24 December 2019 on the promotion of official languages in Cameroon took place.
Also, a collaborative platform with civil society organizations to combat hate speech and xenophobia in Cameroon was established among several strides recorded this year.
In 2023, the Commission scored high with the participations at the youth village and marking the Youth Day in Cameroon, the commonwealth village trade fair marking the Commonwealth Day and the Unity Trade fair marking the national day, respectively.
These strides among others are the strength and reflect the confidence which the President of the Republic bestowed on the Bilingualism Commission President Peter Mafany Musonge and with Dr Chi Asafor as Secretary General.
Last year, it organised a historic colloquium on intercommunity conflicts in the country and made far-reaching proposals that have been submitted to the Head of State.
Bilingualism Commission:
The National Commission for the Promotion of Bilingualism and Multiculturalism, NCPBM was set up by decree 2017/013 of 23 January 2017 by the President of the Republic Paul Biya. It is an advisory body with legal personality and financial autonomy placed under the direct authority of the President of the Republic.
It has mission to prepare and submit drafts instruments on Bilingualism, Multiculturalism and living together; submit reports and recommendations on issues relating to the protection of Bilingualism and Multiculturalism to the President of the Republic.
The NCPBM receives petitions against discrimination raising from non-compliance with the constitutional provisions on Bilingualism and Multiculturalism and report thereon to the President of the Republic among other missions.
It Is composed of 15 members appointed by decree of the President of the Republic. To ensure the administrative functioning of the structure, there is the General Secretariat headed by a Secretary General also named by the Head of State.
