*5 NW Councils Seal Over FCFA 618 Million PROLOG Deal for Climate Resilience*
In a demonstration of people-powered development, five North-West councils, Nwa, Nkor, Mbiame, Fonfuka, and Misaje on Wednesday, May 28, 2025, signed conventions worth over 618 million FCFA under the Local Governance and Resilient Communities Project (PROLOG) to implement 26 community-chosen projects across their municipalities. The event took place at the auditorium of the North-West Regional Assembly.
This is part of an initial rollout involving 11 pilot councils in the region, with funding drawn from the Community Investment Support Grant (CISG) window, which earmarks a total of 2.5 billion FCFA for the North-West alone. The projects are aimed at climate resilience and basic service delivery to the population, including road rehabilitation, rural water schemes, solar electrification of schools, and flood control measures.
“What makes PROLOG revolutionary is its bottom-up approach,” said Dr. Yessi Anthony, Regional Coordinator for PROLOG. “Communities, not politicians, identify and prioritize their needs. Only projects endorsed by village and quarter committees are funded. Mayors simply sign on behalf of their people.”
The Mayor of Nwa, Lawrence Menyong, speaking on behalf of his peers, hailed the initiative as a game-changer in participatory development. “We are committed to delivering quality results. These projects are not about politics; they’re about real people, real needs, and real impact,” he assured.
Backed by the World Bank through the International Development Association (IDA), PROLOG is a five-year initiative (2022–2027) that spans six regions and 180 councils across Cameroon, aiming to directly benefit over 1.5 million citizens. The project supports the decentralization agenda of the government, supervised by the Ministry of Decentralization and Local Development, and builds on the legacy of previous programs like the PNDP.
A standout feature of PROLOG is its Performance-Based Grants (PBG) mechanism—an envelope of 28.3 billion FCFA over three years—rewarding regional and local authorities who meet governance and service delivery benchmarks.
In a region scarred by conflict and climate shocks, these signed conventions signal more than just funding, they reflect hope, trust, and ownership. The people have spoken, and for once, development is meeting them at the grassroots.
This is what it looks like when local governance works.
